Make sure launcher is updated up to 3 1 28 version (in launcher "settings" tab on the right "Application version"). If not 3 1 28 -

Then exit game, and in launcher press "client repair" in launcher" updates tab

If not - maybe your already received max amount of that difficulty quest at today quest day (09 00 - 08 59 moscow time)
