How To get able to create guild

Hi Sir could you let me know how create guild? I hv try create in game but there is failed with says "There is no player able make this decision"
Please help me Sir

If need to get permission please be open for ID Chacha or Vianshu

You need to buy x10 Guild Emblem Shard from NPC Hero in HQ

After that combine all 10 shards with combination into x1 Guild Emblem

After than you will be able to create guild (no symbols or numbers for guild name allowed)

I bought 10 emblem pieces as you explained and combined them in the hero.
Then I made a party of 8 and ran Create Guild to the guild manager, but an error message appeared and the guild creation failed.
What should I do?
